    The previous answer is correct, but does not address your question directly. The answer is that governments prefer a few big institutions rather than many small ones: a few big campuses each with tens of thousands of students rather than more campuses with only a thousand students each.

    You see this everywhere as “consolidation” is equated with “efficiency” and “economy”. The real reasons are ease of control and empire building.

    Thus most colleges and universities are not government owned, but 80% of all students go to colleges and universities that are.

    The situation for hospitals is a little more complicated, but it is the case that:

    1. The hospitals owned and run by the federal government (all the VA hospitals) service more patients than any other group of hospitals.

    2. Many hospitals are supported primarily by government funds (Medicare and Medicaid).

    The other factor is that while most hospitals are not government owned, they were never in the private sector. Until recently, non-profit community hospitals were the norm, with the religious orders dominating the nursing care area.
